Guidelines
I heard each state is supposed to do their own fundraising? Is there a certain amount states should target to raise? what are the fundraising dollars spent on?

There are not any state-by-state targets. And we don't do state-by-state accounting. The Board does look at boarding expenses -- and we see which states have a lot of them and push to reduce them. When we consider Special Needs dogs, it helps if we know that the dog is in a state where there is a lot of support for fundraising.
Fundraising dollars are spent on dogs-- they all the bills that the adoption fees don't cover. We recover less than half of our annual vetting bills in adoption fees, so we really do need to raise money to support the work that we do.
We also try to place a lot of senior dogs -- and these dogs can cost us quite a bit without returning even an adoption fee.
ESRA has very few expenses other than vetting and boarding, and we try to keep boarding at a minimum. There are no paid employees. Everyone on the board pays their own expenses when they travel to ESSFTA to work in the booth and do the rescue dinner.
So-- anything that can happen at the local level to help support the cost of caring for these pups is really important.
